Paratransit
Overview
The Tahoe Transportation District’s (TTD) ADA paratransit service is intended for persons who are unable to:
- Travel to or from transit stops or centers within the service area
- Independently board, ride, or exit fixed-route transit vehicles
- Otherwise independently navigate the system, e.g., a person who cannot ride the bus independently, recognize bus stops, understand how to complete bus trips, pay the fare, etc.
The paratransit service is intended to serve as a “safety net” for individuals who are unable to use fixed route services.
“Any individual with a disability who is unable, as the result of a physical or mental impairment (including a vision impairment), and without the assistance of another individual (except the operator of a wheelchair lift or other boarding assistance device), to board, ride, or disembark from any vehicle on the system which is readily accessible to and usable by individuals with disabilities [is an ADA paratransit eligible individual] ” (Federal Transit Administration (FTA) 49 CFR.Section 37.123).
Persons with disabilities who meet TTD’s eligibility criteria developed under the guidelines established by the U.S. Department of Transportation (DOT) Americans with Disabilities Act of 1990 (ADA) and described in Appendix A, are eligible for paratransit service. Disability alone does not establish ADA paratransit eligibility. An applicant may be required to participate in an interview and/or functional assessment, and information provided by the applicant may be shared with the individual(s) performing the functional assessment. TTD’s decisions regarding eligibility will be based solely on the applicant’s functional ability to access and use the fixed-route transit service. Individuals deemed eligible are considered “ADA paratransit eligible” and will be afforded all rights associated with the ADA complementary paratransit service criteria (FTA 49 CFR Section 37.131).

Eligibility
Complementary Paratransit Service is a shared-ride, origin to destination, transportation service, provided to individuals with disabilities.
Personal Care Attendants (PCAs) travel for free with eligible passengers.

Reservations are taken between 6:00 a.m. and 8:00 p.m. daily. Next day reservations must be made before 8:00 p.m. Same day reservations are accommodated when possible, but there are no guarantees.
Service Area
Paratransit is offered within one mile of fixed routes, and also to Kingsbury Grade within the Baseline Service Area.

Reasonable Modification
Regulations require public transportation entities to make reasonable modifications to their transit service policies, practices, and procedures to ensure that programs are accessible to individuals with disabilities.
Individuals with disabilities may request that TTD make reasonable modifications to its policies, practices, and procedures in order for that individual to fully use transit services. TTD will accommodate requests provided that:
- The requestor would not be able to fully use the service without the modification;
- The fundamental nature of the service, program or activity is not altered;
- It does not cause a direct threat to the health and safety of others; and
- It does not cause an undue financial and administrative burden.
Any person seeking a reasonable modification who wants to appeal a reasonable modification determination, or who believes he or she has been discriminated against on the basis of a disability, may submit a modification request, appeal, or complaint for handling in accordance with related procedures that are described in TTD’s Area ADA Paratransit Service Policies and Procedures. Modificaciones Razonables
Las regulaciones exigen que las entidades de transporte público realicen modificaciones razonables a sus pólizas, prácticas y procedimientos de servicio de tránsito para garantizar que los programas y servicios sean accesibles para las personas con discapacidades.
Las personas con discapacidades pueden solicitar modificaciones razonables a las pólizas, prácticas y procedimientos de TTD con el fin de utilizar plenamente los servicios de tránsito. TTD aprobará dichas solicitudes siempre que:

Cualquier persona que solicite una modificación razonable y desee apelar una determinación, o que considere que ha sido objeto de discriminación por motivo de discapacidad, podrá presentar una solicitud de modificación, apelación o queja de conformidad con los procedimientos descritos en las Pólizas y Procedimientos del Servicio de Paratránsito ADA del Área South Shore de TTD.
